Title: Add ability to assign tickets

Body: Tickets should be able to be assigned. Though some thought should go into the aproval processes of tickets. bug tickets should first be approved by a technical person, and the ticket can either be rejected & deleted (spam, etc), rejected & held (waiting for issuer to clarify or improve the ticket), or forwarded (assigned to) someone. The notion of assigning someone else a ticket is probably poor for Wulfram. Perhaps there should be a pool of available tickets and the people who want to do some work, can pick up a ticket and work on it. So there is a notion of picking up worth (you assign yourself the work) -- instead of having some arbitrary person assign the work to you. To make this work, it would make sense to annotate which users can and want to work on what class of tickets, and they would get email notificaiton when a ticket is ready to be worked on.
